how to plan a budget trip

How to Plan a Europe Trip on a Budget: Complete Step-by-Step Guide

You can plan a Europe trip on a budget in ten steps: set a total budget, sort out your Schengen visa and insurance early, pick lower-cost countries, travel outside peak weeks, compare flights and nearby airports, stay slightly outside city centres, move around by train or bus, and eat like a local. Europe is not one price level. A trip through Central and Eastern Europe can cost far less than one through Switzerland or Scandinavia.

This guide is written for Indian travellers planning a first or second trip to Europe. It covers the Schengen visa fee and process, the new EES border system, how to build a budget without guessing, and the choices that save the most money. We do not print fixed daily-cost tables, because prices vary by city, season and exchange rate. Instead, you will get worksheets and checks you can fill in with live prices.

Key takeaways

  • Set your total budget first, then build the trip around it. Do not plan the itinerary first and add up the cost later.
  • Your biggest costs are usually flights, accommodation and, in some cases, the visa and insurance. Food and local transport are usually easier to control.
  • Indian passport holders need a Schengen visa. The fee for an adult is 90 euros, according to the German Federal Foreign Office. You can usually apply up to six months before the trip, and decisions normally take about 15 calendar days but can take up to 45.
  • Travel insurance is part of the visa process. The policy must cover at least 30,000 euros across all Schengen countries.
  • Since 10 April 2026, the EU Entry/Exit System registers fingerprints and a photo of non-EU travellers on their first entry. It is free and needs no pre-registration.
  • Fewer countries and longer stays usually cost less than a fast tour. Aim for at least two nights in each place.
  • Shoulder season (spring and autumn) often gives the best mix of weather and price.

Step 1: Set your total budget

Start with the total amount you can spend, in rupees. Then divide it into categories. A simple formula:

Total budget = flights + visa and insurance + accommodation + food + transport + attractions + shopping and extras + buffer

Use this worksheet and fill it in as you research:

CategoryHow to estimate itYour figure (in rupees)
Return flightsSearch your Indian city to Europe for your dates; check nearby airports
Visa and insuranceVisa fee plus the cost of a policy for your dates
AccommodationNights x the total price (including taxes) of the stays you shortlist
FoodDays x a daily food amount, based on menus and supermarkets
Local transportCity passes or day tickets
Between citiesTrain, bus or flight tickets for your route
AttractionsOnly the paid sights you really want
Shopping and extrasA fixed limit
Buffer10 to 15 percent of the total

A buffer is not optional. Baggage fees, a missed train or a medical visit can appear without warning.

Step 2: Plan the visa, insurance and border rules early

This step is the one Indian travellers most often leave too late. It can also change your route, because you normally apply to the Schengen country where you will spend the most nights.

ItemWhat we found
Visa fee90 euros for an adult, in effect since June 2024, per the German Federal Foreign Office. A lower fee applies to children aged six to under twelve. Visa centres may charge a service fee on top.
When to applyUp to six months before your trip. Applications must be made well ahead of travel, and you should not wait until the last month.
Processing timeNormally within 15 calendar days, but it can be extended to 45 days in some cases, and occasionally longer.
Travel insuranceAt least 30,000 euros of medical cover, valid in all Schengen countries. Some countries ask for cover that runs a few days past your trip dates, so check your consulate.
Border check (EES)From 10 April 2026, first-time entry involves a photo and fingerprints. It is free and applies to most non-EU visitors in Schengen countries.

Two more points. First, a Schengen visa does not cover the UK or Ireland, which have their own rules. Second, keep your documents ready: bookings, bank statements, insurance and a clear itinerary. Our guides on the step-by-step Schengen visa process for Indians, what to expect at EES borders and the six-month passport validity rule explain each step.

Visa fees and rules change. Confirm them on the website of the embassy or visa centre of the country you will apply to.

Step 3: Choose countries that match your budget

Your choice of countries affects your budget more than almost anything else. As a rule of thumb, Western and Northern Europe tends to be more expensive, and Central and Eastern Europe and parts of Southern Europe tend to be cheaper. Exceptions exist, so always price your own dates.

Cost level (general pattern)ExamplesNotes
Usually higherSwitzerland, Norway, Iceland, Denmark, LuxembourgGreat places, but plan fewer days here
MixedFrance, Italy, Germany, Netherlands, AustriaBig cities cost more; smaller towns often cost less
Often better valuePortugal, Spain, Greece, Hungary, Poland, Czechia, Romania, Croatia (outside peak summer)Prices still rise in famous summer spots

This table shows general patterns, not guaranteed prices. A trip mixing one or two expensive cities with cheaper stops is often a good balance. Hungary, Poland, Czechia and Romania use their own currencies rather than the euro, which is worth knowing when you compare prices.

Our guide to the best countries to visit in Europe for first-time travellers can help you shortlist, and our post on small towns versus major tourist cities explains how a smaller base can lower costs.

Step 4: Pick the right time of year

The same hotel can cost much more in July than in late April. Rough seasons:

  • Peak (June to August): Warm weather and long days, but the highest demand and crowds in popular places.
  • Shoulder (April to May, September to October): Often the best balance of weather, price and crowds.
  • Winter (November to March): Often lower prices, except around Christmas and New Year. Some seasonal places close.

Indian school holidays also push demand for Europe in May and June. If your dates are flexible, check the price difference between early May, late May and September. Our guides on shoulder season versus peak season and how much shoulder season can save explain the trade-offs.

Step 5: Find cheaper flights

Flights are often the biggest single cost for Indian travellers. These steps help:

  1. Use a flight search tool with a flexible date or calendar view.
  2. Compare nearby airports as well as your preferred city. For example, a cheaper flight to one major hub plus a train can beat a direct flight to a smaller city.
  3. Consider an open-jaw ticket, where you fly into one city and out of another. This saves backtracking.
  4. Compare direct flights with one-stop options. A long layover can use up a day of your holiday.
  5. Set price alerts and check the baggage rules before you pay.
  6. Compare the total price, including checked baggage and seat selection.

For a longer list of ideas, see our guides on how to find cheap flights, flight booking hacks and the best free apps for booking budget flights from India to Europe.

Step 6: Choose budget-friendly accommodation

Accommodation is usually your second-biggest cost. Options include:

  • Hostels: Cheapest, especially dorm beds; many offer private rooms. Read recent reviews on safety and cleanliness. Our guide to finding good budget hostels in Europe covers what to check.
  • Budget hotels: Good for couples and families who want privacy and a simple breakfast.
  • Apartments: Useful for families and groups, and for longer stays. A kitchen can cut food costs.
  • Guesthouses and B&Bs: Often family-run, and many include breakfast.

To cut costs, compare the full price including taxes and cleaning fees, stay near a metro or train station rather than in the most famous square, and book refundable rates first. Many European cities also charge a per-night tourist tax, which is often paid at the property, so check it.

Step 7: Plan transport between and within cities

Trains

Trains are comfortable, central and good for short and medium distances. Compare individual tickets with rail passes. A pass only pays off if you travel a lot in a short period, and some high-speed trains need a seat reservation with an extra fee. Booking tickets early on national railway sites often gives lower fares.

Buses

Long-distance buses are often cheaper than trains but slower. Night buses can save a night of accommodation, but sleep quality matters too.

Budget airlines

Low-cost airlines can be cheap, but baggage limits are strict and airports can be far from the city. Check cabin bag size, checked bag fees and the cost to reach the airport. The cheap fare can turn expensive quickly. Our guide to European airport security rules explains what to expect with liquids and scanners.

Within cities

Use metro, tram and bus passes for the days you need them. Walk when you can. In many old centres, walking is faster than taking a taxi.

Step 8: Eat well without overspending

  • Have breakfast at your accommodation or a bakery.
  • Eat the main meal at lunch, when many restaurants have cheaper set menus.
  • Buy fruit, bread, cheese and snacks from supermarkets and markets for picnics.
  • Walk a few streets away from the main sights, where prices often drop.
  • Check restaurant reviews for locals’ favourites.

If you are vegetarian or avoid certain foods, plan ahead. Use a restaurant app or map search to find vegetarian options, learn the local words for meat and fish, and ask about hidden ingredients. Many cities have Indian restaurants, but they can be pricier in tourist areas.

Step 9: Plan attractions with care

Many of Europe’s best experiences are free or cheap: old towns, churches, parks, viewpoints and riverside walks. Choose a few paid sights that matter most to you and book timed tickets early where needed. Look for free museum days or free entry for certain times, and check whether a city pass is worth it by adding up the individual ticket prices first.

Step 10: Handle money from India

  • Carry a forex card or an international card with low foreign-exchange charges, and a backup card.
  • If a shop or ATM offers to charge you in rupees, choose the local currency, because the conversion rate offered is usually worse.
  • Withdraw cash less often in larger amounts to cut per-withdrawal fees, but do not carry too much at once.
  • Avoid exchanging cash at the airport unless you need a small amount.
  • Tell your bank you are travelling so cards are not blocked.
  • Keep a copy of your passport and bookings.

Step 11: Do not skip insurance

Insurance is part of the visa file, and it protects you when something goes wrong. Choose a policy that covers medical care, hospital stays, emergency transport and trip delays, and read what it excludes. Save the policy number and the 24-hour helpline in your phone and on paper.

Example routes (no prices, just structure)

These are sample route shapes. Check prices for your own dates.

Route ideaWhy it can suit a budgetTravel style
Budapest, Vienna, PragueClose cities linked by train and busCulture and cafes
Lisbon, Porto and a coastal townShort distances, sea viewsRelaxed, food and walking
Krakow, Warsaw and GdanskEasy rail links and varied citiesHistory and city breaks
Rome, Florence and a smaller Tuscan townFamous sights with a quieter baseClassic first trip

For any route, limit yourself to two or three bases in ten days and allow at least one rest day.

A simple timeline for your booking

Working backwards from your travel date keeps the visa, flights and stays in the right order. This is a general guide, so adjust it for your own dates.

WhenWhat to do
4 to 6 months beforeSet your budget, choose your main country, check visa appointment availability, and watch flight prices.
3 to 4 months beforeBook refundable stays, buy insurance that meets the visa rules, and apply for the visa as soon as the application window opens for your dates.
2 to 3 months beforeBook flights once the visa is approved or if the fare is refundable. Reserve key train tickets and timed attractions.
1 month beforeSet up your forex card, eSIM or roaming plan, and download offline maps. Share your itinerary with family.
1 week beforeCheck baggage rules, save copies of your passport, visa, insurance and bookings, and confirm your first night and airport transfer.

Do not buy non-refundable flights before your visa decision unless you are comfortable with the risk. Visa approval is not guaranteed, and a refused application can leave you with an unusable ticket.

Pack and travel light

Carrying only a cabin bag helps you avoid baggage fees on budget airlines, moves faster through stations, and makes it easier to change plans. Choose clothes you can layer and wash, comfortable walking shoes and a small daypack. Remember that liquids in hand baggage have limits at European airports.

Keep a daily spending note

Write down what you spend each day for the first three days, then compare it with your plan. If you are over, adjust the next few days, for example by cooking one meal, walking instead of taking transport, or skipping one paid attraction. Small corrections early keep the whole trip on budget.

Common mistakes to avoid

  • Booking flights before checking visa timing
  • Visiting too many countries in a short trip
  • Ignoring baggage fees on low-cost airlines
  • Eating all meals in tourist areas
  • Not keeping a buffer
  • Waiting too long to book popular attractions
  • Skipping insurance or buying a policy that does not meet the visa rules

The adult fee is 90 euros, according to the German Federal Foreign Office. Visa centres may charge an extra service fee. Always confirm the current amount with the embassy or visa centre.

Do I need travel insurance for Europe?

Yes, if you need a Schengen visa. The policy must cover at least 30,000 euros in medical costs across the Schengen area. It is a good idea even when it is not required.

What is EES and will it affect me?

EES is the EU’s digital Entry/Exit System. It takes a photo and fingerprints of non-EU travellers on their first entry and records entries and exits. It is free and you do not need to register in advance. Allow extra time at the border.

Final thoughts

A budget Europe trip is mostly about timing and choices. Decide your total budget, sort the visa early, travel in shoulder season, pick a few bases, and keep a buffer. You do not need to cut experiences to save money. You need to avoid the expensive mistakes.

How we checked these facts

We checked the Schengen visa fee on the German Federal Foreign Office website, processing times and application windows on the Latvian Ministry of Foreign Affairs website and the Swedish embassy page for India, insurance rules on a Czech Ministry of Foreign Affairs page, and the EES start date on a Greek Ministry of Foreign Affairs page, all in October 2026. Country cost levels are general patterns, not price quotes. We have not included fixed daily costs. Confirm visa rules with the consulate of the country you apply to.
